jEdit is a text editor that dubs itself as "A Programmer's Text Editor". While it is intended for editing source codes, and it has a lot of features that are only helpful for code editing, such as source hilighting, it is not as fully featured as an IDE. It does have a plug in ability, so some advanced IDE can be emulated, however.
